James (Jim) Willis M.Sc, CMAS, CHS-I

 

Mr. Jim Willis is President of InDev Specialists, Inc. (InDev) and its security divisions InDev Tactical and IMMC. Jim is an engineer, development specialist, and security expert. He has 40 years technical and professional experience in electric power, international development, and security. Prior to forming InDev, he was director of a major international foundation for 10 years. Jim is a Certified Master Anti-terrorism Specialist with expertise in homeland security, counterterrorism, planning, training, security operations, and violence prevention.

 

Conflict & Post Conflict Assessments, Crisis & Disaster Response:

Mr. Willis has extensive experience in power systems development and security, conflict/post-conflict field operations, disaster damage assessments and response, and recovery, and restoration operations. He has worked in more than 37 countries for corporate and government clients including the DOD, USAID, WB, UNDP, and ADB. He has participated in conflict and post-conflict operations in Cambodia, Ethiopia and South Sudan, and disaster recovery and reconstruction in El Salvador, Guatemala, Haiti, the Philippines, and the United States.

 

Security Operations:

Since 2006, Mr. Willis has led InDev’s security operations in Afghanistan as Theater Operations Manager. His is responsible for static and dynamic security guard operations, PSD teams, route/convoy security, intelligence monitoring, situational analysis, site assessments, planning and implementation. His work has carried him throughout Afghanistan including Kabul, Kandahar, Uruzgan, Logar, and Sar-I-Pul.

 

Mr. Willis has more than 40 years of experience in electric power systems and engineering. Starting as an Electricians Mate (EM) in the Navy, he has experience as a electric power system lineman, engineer, and operations manager. He spent 10 years with NRECA’s International Programs helping establish electric systems in developing countries around the world.

 

Mr. Willis is an expert in church security and crisis management. He provides training and advisory services that help clients identify and deal with violent situations and manage crisis. Mr. Willis developed the ASSIST training series to provide an effective non-intrusive security program that can fit into any organizational framework.

 

Education:

Masters of Science (MSc) in International Development (Security emphasis),

Bachelors in Electrical Engineering (BS) (Electric power focus),

Associates Degrees (AA & AAT) in Pre-engineering and Electrical Power

 

U.S. Navy veteran – Electricians Mate

 

Certifications:

Mr. Willis is a Certified Master Anti-terrorism Specialist (CMAS) and a Certified Homeland Security Expert with accreditations from the Anti-Terrorism Accreditation Board  and the American Board of Certification in Homeland Security. He is certified as a METT Expert by the Ekman Institute.

 

He has over 30 security and anti-terrorism training certificates from the Dep of Defense (DOD), Dep of Homeland Security (DHS), Defense Security Service (DSS), and the UN.
